The Galactic Centre Excess case does not ask whether dark matter is “true” or “false”. It asks how far a published conclusion actually reaches.
A 2016 study tested particular forms of dark-matter substructure under specific assumptions. In its highly visible summary, this became the stronger statement that the dark-matter explanation was “entirely” ruled out. The case study reconstructs whether that wording went beyond the result itself.
